I have been looking at ways to upgrade my Rapsberry Pi OS from Bookworm to Bullseye without having to completely reload all system data, library settings, apps etc. Cloning the existing SD card is not usefull as I will still have the same OS.
It seems too good to be true, but RP have now apparently announced the availability of APT (Advanced Package Tool) that will allow the OS of a working, headless RP to be upgraded in a similar manner to upgrading the operating system of my PC, whilst keeping everything else in place. Has anyone tried using APT and does it work as stated.

"It seems too good to be true, but RP have now apparently announced the availability of APT (Advanced Package Tool)"
Yes. Too good to be true. RP Ltd have done no such thing.
You are following an unofficial third-party website. It is not an announcement by Raspberry Pi Ltd.
The material you quote pre-dates the announcement of RasPiOS Bookworm.
This is the official announcement. Note carefully...

We have always said that for a major version upgrade, you should re-image your SD card and start again with a clean image. In the past, we have suggested procedures for updating an existing image to the new version, but always with the caveat that we do not recommend it, and you do this at your own risk.
This time, because the changes to the underlying architecture are so significant, we are not suggesting any procedure for upgrading a Bullseye image to Bookworm; any attempt to do this will almost certainly end up with a non-booting desktop and data loss. The only way to get Bookworm is either to create an SD card using Raspberry Pi Imager, or to download and flash a Bookworm image from here with your tool of choice.
I would tend to put my trust in Raspberry Pi themselves... But it is your system and your data: you are welcome to try creative ways of putting them at risk if you wish.
